Maybe revise your PDF to show how to do this....frustrating to say the least....

 

Hello,

Firstly create Gallery tab (filter) from the Filter panel (Portfolio Gallery > Filter panel) of your dashboard.

See the image for reference


After that go to the Dashboard > Portfolio Gallery > Add New panel of your dashboard and
click on add media and select an image (only one image) for gallery section and then select the gallery tab from the filter section.



And then go to the Pages > Add New panel in your dashboard and create gallery page by selecting the Portfolio Page from the Page Attribute section.

This will solve your issue.

For this, you can use NextGen Gallery plugin, download it from WordPress.org and upload it.
http://wordpress.org/plugins/nextgen-gallery/

It will fulfil your requirements.
