3 Column Feature Area - Deactivate Movement

Hi,

How can I deactivate the "moving" aspect of the three column feature area?

I'd like them to load regardless of how far down a user scrolls. My slider image is not quite as tall as required, so there is a large gap below the slider when the three column featured area is not displaying.
