Add outside link to Menu Tab

How can I have a tab in my menu that leads to an off site web page? It used to be an easy process in the Wordpress menu area.

Hello,

Go to the Appearance > Menu panel in your dashboard and create the custom menu item from the links section and paste the URL address of another website page in the URL area of links section and then click on the add to menu button.
This will add your custom menu item in the menu bar of your website.

I have always done it that way, but the option is not there.

This will display the link section on your menu panel in the dashboard.
