Adding link to accept terms & conditions

Hello support,
Could you please advise if it would be possible to add a link on the clients admin login page to accept the terms and conditions as I think this is the best position, being before the client would sign up for an account, or maybe best to add at the bottom of the listing page before submitting listing.

If either of there are feasible could you please advise in page and code areas to add the link.
