Can I make FEATURED (PRO?) listings appear higher in list than REGULAR?

I have to be honest - I find the way the PRO, Free, Featured (Home or Categories...and the slider too) are named and set up all a little confusing!

It does not seem straightforward to set a business to have a FEATURED blue box.

My question though is:
How do I make FEATURED (is that the same os PRO?) listings appear above non-featured listings (so they are at the top of the page) on any particular page / category?

 

Support - I still don't fully understand this and am waiting for your response. Please advise. Thanks.

 

There are 4 type of listing

Free listing
Paid listing
Paid listing featured on home page slider
Paid listing featured on category page slider

All paid listings will display in blue box.
