Can not zoom in or out on mobile

Hello, you have fixed my responsive issue but it is not fully complete in reference to this post

When I visit the site on a mobile device I am unable to zoom in or zoom out, Also unable to see the entire website without scrolling through the site.
When I go to a site on a mobile device I would like for it to fit the screen, I will also like to zoom in and out

Unfortunately this is not possible with our themes to remove both responsiveness and scroll on small device.
