Can't set appointment times

I can choose the days.
I can set the length of appointment to 60 minutes
i want to be available from 8am - 6pm and book 1 hour appointments.

I can't set the time.
I go to add time slot and make adjustments.
I try to set it and it returns to default value: 10:00AM - 12:30PM

this sounded like a similar problem to mine.
