Yes, you can use HTML tags in TEXT widget and place it in any of the available widget area,
ex: <a href="your link">[email protected]</a>

2.Can I control the font size of the text in the footer of the website?
You need to paste below CSS code in Custom CSS field located in Dashboard->Appearance->Theme Options->Styling Options
