Change color of horizontal rule on all pages

How do I change the color of the horizontal rule on each page under the page heading/title, to match the color on the Home page (under the slider photos)?

Paste this code in Custom CSS
Appearance > Theme Option > Styling Option > Custom CSS

Code:

.page-heading h1 {
border-bottom: 1px solid red;
}

Inplace of "red" put your color code.

 

I pasted the code and entered my color code and nothing changed. Is there another step?
