Changes not uploading

I'm having issues with my site www.vantagehealthplan.ca. I keep making changes in the theme options but they don't appear when I refresh the site, but when I go back into theme options it shows the changes... very frustrating. I've tried almost everything

It maybe a cache issue. Clear your browser cache or check your site on another one.

 

I have done that, but for instance the email address at the top will not change... do i need to reinstall blackbird?

 

just reinstalled it and still nothing. I have tried changing it in multiple browsers but the changes do not seem to update
