Custom Navigation Menu on Homepage

Hi-

I'd like to completely control what the navigation items are in the menu. I know that the items are based on each section...

Is there a way for the navigation menu on the homepage be exactly what it is in the inner pages? I know it will take custom coding... Please advise.
