Editing CSS

Every time I try to add new code to Custom CSS, it doesn't make any changes. I tried to deactivate plugins and clear Cache, but it didn't do anything. I was told to contact my hosting company, which I did, but they weren't able to help. They white listed something and also increased memory limits, but they said that's all they can help with. I need to get this issue fixed, as I can't make any changes that need to be made.
