There is no need to add anchor (<a href="">). Just add code your link with "target=_blank" following it. Add link given below. http://localhost/siteags/wp-content/uploads/2012/05/Newsletter-novembre-2011.pdf "target=_blank"
For this issue, Go to the Home Page Settings ( Appearance -> Theme Options -> Home Page Settings ) in your dashboard and Add the code "target="_blank" after your first feature link and paste it in the first feature link section. Add the code like this after the link http://localhost/siteags/wp-content/uploads/2012/05/Newsletter-novembre-2011.pdf "target="_blank". For the reference see the image given below. This will solve your issue.
