Floating image

    Dear Sir,

    I would like to know how to create a "floating image". Please see www.tulip.com.my. When I click on any of the 3 circle images, it opens up another tab. Rather than a new tab, how can that same image appear as a "floating image" above the home page. I hope you understand what I am asking. Thank you again.
