Free Ad Postings showing billing terms

I think you are trying to set one time or recurring payment price zero, Which is not possible because PayPal never except zero payment.
If you want to provide premium or paid features to your free users then, Allow users to create free ad and after that you can upgrade free ads to paid through admin dashboard manually.

 

I think something isn't quite right.
