Have a role besides of administrator log into console to manage shop

When I create a user other than the administrator role (shop manager, editor, author, contributor), they are redirected upon sign in. When the user with the role of shop manager, editor, author, or contributor tries to log onto the dashboard by typing in the address again, they are given the error - YOUR_ARE_NOT_ALLOWED.

It is possible to give someone the shop manager role so they can log into and manage the website and not change other settings?
