How do i get rid of "COMMENT AND RESPONSES ARE CLOSED and also the COMMENTS ARE CLOSED at the bottom

    How do i get rid of "COMMENT AND RESPONSES ARE CLOSED and also the COMMENTS ARE CLOSED at the bottom of every page.
    I deleted this :

    and have also done it for:
    single.php and template-fullwidth.php and it did not work.
