How to Add to the Homepage

I am beginning a directory and have found that I need my customers to agree to the Terms and Conditions before posting. I found one of your customers who have added a full width "Terms" notification before they are directed to login or register on the Home Page. Their site is: http://www.nzcbd.co.nz
How can I do this with my site: I do not see where to add to the Homepage except in the sidebar and I would rather it be predominately posted.

 

You can create your extra notification page by creating pages and you can put their page link in anywhere in homepage. Homepage is run by front-page.php. If you want to add notification page link same as http://www.nzcbd.co.nz/, then you have to edit front-page.php. see screenshot:
