How to get the menu on the top instead of the sidebar?

Menu appears on the side bar and is toggled on and off, how can I get a top menu bar which remains on the top as sections scroll down?

Unfortunately there is not a way to do this in theme.

If I cannot change that at least pls tell me how to make the whole column thinner, the navigation panel is taking a lot of space on the left side.

The side menu slide out from the page when click on icon present in top of the theme.
This is theme functionality.
If you still want to make it thin then provide us URL.
