InfoBar: Is there a way to make it stay at the top?

I like the way you use InfoBar on your Thanksgiving/Black Friday page. It just stays at the top of the page, and doesn't bounce up and down, which is annoying. It seems the default state of the plugin is to "bounce up and down", that is, it has the little arrow that lets you pull it down or roll it up--I don't like that. How can I make it just appear static, at the top of the page, and not offer the user a way to roll it up or unroll it?
