is_home() or is_front_page() not returning true

I am trying to get a test widget to display on my home page only. I have tried using is_home() and is_front_page(), but does not work.

I have my home page set to show latest posts, so it is not static.

What do i need to place in the text widget so it only displays on my initial home or landing page.
