Only US States are appearing in "Add New Classified Ads" Section

Hello,
In the "Add New Classified Ads" Section, Even If I select INDIA as the country, Only US states are showing up in the STATES drop down list.
When INDIA is selected as the country, Only Indian states shoyld appear right?
Please check this out and help me in sorting out this issue.

To display the name of states in the dropdown list you have to customize manually.
Please follow the screenshot given below.
