Yes the one time package price will be highest b'coz you will not receive any payment after it from that listing. For recurring payment 1) Set first price. 2) Set rebill timing to "Rebill second price until cancelled " by which you will receive payment until listing will be cancelled. 3) Set second price that you will receive per month or the time that you set in the second period.

There is still a problem with using the One Time Package. Business owners still see the Featured Listing options and those prices are based on a monthly cost. What if you have a one time price of $100 every 6 months and someone selects a Homepage Featured Listing, too, that should be another $50 a month? Isn't that $50 added to the $100 so they are charged $150? Which means they get a homepage featured listing for $50 for 6 full months.

Rebill Times: charge second times x times means You are taking 12 installment of $10 upto one year(10$ per month). Rebill second time untill cancelled : It's a second payment.
