Paypal and publishing are not working

This is a repeated post of the same error, as I am not getting any reply. Very frustrating to receive this kind of support. I reinstalled the theme and tested it. Still not working.

Steps
-Premium Listing set to Publish
-Created premium listing and payment is done
-Listing is still Pending and Listing Type is Free. Why is it NOT Publish and Premium?
