Remove Comments Completely Header file not working

Hello,
You sent me a header.php file to upload to my site (on May 30) to remove the comments from the bottom of my site. I just tried it and the comments are still there, it just says the comments are closed. I would not like for there to say anything at all. Please assist. Thanks

Go to single.php present in your theme directory and remove the code given below

              <h3>Comments &amp; Responses</h3>
              <?php comments_template(); ?>
              <!--End comment Section-->

Use same process for others also.
