Show older posts on blog

my blog page http://www.newhomemortgagemn.com/category/
shows only a set amount of posts. I would like to for viewers to be able to see older posts as well. For example, I have 20 posts and I set the blog page to show 4 post summaries, I need options at the bottom for viewers to view the older entries. How can I achieve that?

I see the code there but for some reason it's not executing that code on that page, it does on the search page. Also, the footer is not sized correctly like the other pages, it seems cut off, I don't know what's causing that. You're advice will be greatly appreciated.

The website above works for me. I actually figured it out and got it to work. I tried to edit the codes it in wp panel that's why it didn't work so I uploaded it via FTP and now it's working fine. Thanks for replying!
