Turn off comments

Hi. Under SETTINGS - DISCUSSIONS, I have this turned off:

Allow people to post comments on new articles
However, I keep getting comments. What else can I do to stop all comments?

To completely off comment option edit single.php file as shown below in screenshot.



It will resolve your issue.

Thank you. I commented it with --> so now it looks like this:
<!--<?php comments_template(); ?>-->
Correct?
